Yosef Levi was born in Germany. He joined the Israeli office in 1913. During the years Levi became the biggest private land buyer in Palestine.
In the early 1930's, the north-west part of Israel today (the Western Galalee) wasn't in the settlers' map in Palestine. Building a Moshava in such an isolated place seemed implausible to them.
But Levi didn't think that way, he dreamed that settlements can be built in such lonely places.
When the 5th Aliya from Germany began, Levi saw the problems these immigrants had and decided to help them by fulfilling his dream.
His plan was buying the lands north of Akko and populating the area with the new immigrants from Germany.
Dr. Zelig Suskin joined Levi, Suskin claimed that money can be made by building small farms with artificial tools. He heard about Levi's plan and decided to help too. The third man who helped was the engineer Shimon Raich.
The organization that was responsible for the Jewish settlements in the country considered Suskin, Levi and Raich as dreamers. They didn't understand why these doctors and professors wanted to work at farms, especially in such an isolated place.
Levi had an opportunity to buy lands in 1934 from a Lebanese person who lost his money on gambling.
Levi bought these lands and gave them to a company called "Nahariya Meshakin Ze'irim Be'am".
The settlement's name was- Nahariya- named after the river that ran in the fields that Levi bought.
After the Nazis began to rule Germany, more and more Jewish from Germany began immigrating to Palestine; in 1933-1939 40,000 immigrants came to the country.
The price for the lands was 34,000 Palestine pounds.
